Contains details of default synoptic tables in archive

This table contains details of all the default synoptic surveys that
are curated within the archive as part of the requirements.
For example, the calibration requires a colourSynoptic table, whereas
the planet transit survey does not.

Required constraints:
Primary key is (programmeID)
